The Ohio Construction Industry Licensing Board (OCILB) licenses electrical, plumbing, HVAC, refrigeration, and hydronics contractors for work within its commercial specialty contracting scope.

OCILB does not issue a general contractor license. General contractors, remodelers, and contractors performing residential work should check the registration, licensing, insurance, bonding, and permit requirements of the communities where they will work.

Common Application Questions

Who receives an OCILB license?

Ohio issues the license in the name of the qualified individual. For active company operations, that individual requests assignment to the contracting company with which they are employed, and the assigned license identifies the company and individual.

A license that is not assigned to a contracting company is placed in inactive status. An assigned license cannot be assigned to more than one contracting company at a time.

Who is eligible for the examination route?

Applicants must be at least 18 and satisfy OCILB's eligibility, background, and experience requirements. A common route is five years of qualifying experience in the requested trade. An Ohio-registered professional engineer with three years of relevant construction business experience, or an applicant with other board-accepted experience, may qualify through another route.

The board determines whether your documented experience meets its requirements. Simply forming an LLC or corporation does not establish eligibility.

Who supervises work under the assigned license?

Work conducted under an assigned OCILB license is treated as being under the personal supervision of the named licensed individual. That individual must be actively engaged in the licensed trade and readily available for consultation with the company.

What insurance or bonds are required?

Active OCILB license holders must maintain at least $500,000 in contractor liability insurance, including completed operations coverage. When the license is assigned to a business entity, the insurance must be in the entity's name.

Bond and additional insurance requirements depend on local registrations, permits, and contracts. A license or tax bond should not be assumed to be required for every Ohio applicant. Employers should also review applicable Ohio BWC requirements.

Do I need both a state license and local registration?

Possibly. Requirements depend on your trade, project type, and location. Confirm applicable registrations and permits with the local building department even if you hold an OCILB license.
